Thank you for your letter of the 27th February enclosing two copies of your draft approach to the Treasury for a grant for Hong Kong Universitự
We find your draft entirely suitable and would propose sending it under cover of a letter from the Permanent Under-Secretary of State for oreign Affairs to the Permanent Secretary to the Treasury.
ith reference to cur telephone conversation, I agree that the Treasury should have all the information given in your draft, so that it would be preferable not to shorten it.
I would propose two amendments.
Firstly,
your paragraph 21 quotes a statement by Professor koxby, who died last month, so I would suggest omitting the word "has" in the third line. Secondly, in your paragraph 22, I suggest deleting the words "authoritative public declaration" and substituting "clarification", deleting the whole of the second sentence and the following word "But", and beginning a new sentence with the word "Acts"
